Scope

Exposes the ultraviolet index from the KMA living-weather index service. Callers pass an administrative district code and receive current and short-range UV levels with normalized risk grades.

Acceptance

The UV risk grade is derived from the official index bands, so a value of eight always maps to the very-high band.
A district code that the living-weather service does not cover returns a not-found error, never a neighboring district's value.
